Reclamation licence for No. 8 Reclaimed Land
An order dated 25 June 1924 (Taishō 13), no. 戊土甲第2182号, licensed the reclamation of 146,190 tsubo of sea off Susaki-Benten-chō.
The draft permit for the 1964 design change refers to "the order attached to the licence by no. 戊土甲第2182号 dated 25 June Taishō 13", and Article 1 of that order described the site as "146,190 tsubo of sea surface off Susaki-Benten-chō, Fukagawa Ward, Tokyo City" (about 48.3 ha). The National Archives exhibit explains that by the time the works were completed in 1967, "more than forty years had passed since the reclamation licence was received in June 1924".
According to the Tokyo Port and Harbor Bureau's 2001 survey, No. 8 was at first planned as a disposal site for soil from river improvement works, to be used afterwards as housing land. But because it took in rubble and other debris from the Great Kantō Earthquake (1923), about two-thirds of it came to be used for garbage fill.
The documents read so far do not name the holder of the 1924 licence or the authority that issued the order. In 1964 the holder of the reclamation right was Tokyo Metropolis.
