Nori cultivation begins in the sea off present-day Kōtō-ku
Nori production is thought to have begun in the 1877–86 period (Meiji 10s) in the sea that spread in front of present-day Kōtō-ku.
According to Kōtō-ku, nori production in the ward is thought to have begun in the Meiji 10s (from 1877), and nori was cultivated over a wide area of "Tokyo's front sea" (東京の前海). The fishery cooperatives of Fukagawa-ura, eastern Fukagawa-ura and Jōtō gave up their fishing rights in December 1962, the same month in which garbage stopped being brought to No. 8 Reclaimed Land.
That the future site of Shiomi lay within these fishing grounds is an inference from the ward's general description. No source has been found that directly shows a nori ground at that spot.
